Network and Server Installation for Primary Health Facilities in Puntland and Galmudug

Client: Health Alliance for Digital Development and Action (HADDA)

1. Introduction

 

HADDA is a program aiming to strengthen Somalia's digital health information system. This project focuses on establishing local network and server solutions at four selected health facilities, two in Garowe, Puntland and two in Dhuusamareeb, Galmudug.

 

2. Project Background

 

HADDA has procured network and server equipment for these facilities. This ToR outlines the tasks and deliverables required from a consultant/company to ensure a secure, reliable, and scalable IT infrastructure.

3. Objective

 

To install, configure, and commission a local network and server solution that:

  • Optimises the procured equipment

  • Meets the health facilities' operational needs

  • Ensures network security, reliability, and scalability​​

4. Scope of Work

4.1 Design (if not previously done)

  • Review procured equipment for suitability.

  • Design a secure network topology and server architecture integrating the equipment.

 

4.2 Installation and Configuration

  • Set up the local area network (LAN) using provided switches, routers, wireless access points, etc.

  • Configure backup and recovery systems with available resources.

  • Install electrical wiring for equipment, ensuring proper power and UPS backup connection.

  • Install Ubuntu 22.04 LTS on the servers.

 

4.3 Testing and Commissioning

  • Conduct thorough testing to ensure network and server functionality with the procured equipment (Phase 1 - completion by May 31st).

  • Resolve identified issues within the agreed timeframe.

 

4.4 Training

  • Train health facility (HF) staff on basic network and server operation, troubleshooting, and maintenance.

 

4.5 Documentation

  • Provide detailed documentation on installed network and server configurations, user guidelines.

4.6 Post-installation Support

  • Offer technical support for a specified period after installation to ensure continuous operation.

  • Conduct additional testing phases based on performance and feedback (Phase 2: May 20th-30th, Phase 3: Three months after installation).

5. Deliverables

  • Installation and configuration logs

  • Comprehensive training manual and sessions for HF staff

  • Complete network and server documentation

  • Specified period of post-installation technical support

6. Timeframe

The project must be completed within the agreed contractual timeframe.

 

7. Qualifications

  • Proven experience in setting up and maintaining network designs (LANs & WANs), preferably in healthcare.

  • Proficient in utilising Ubiquiti tools for network configuration and management.

  • Proficiency in server installation, configuration, and management for healthcare facilities.

  • Familiarity with various server operating systems (e.g., Windows Server, Linux).

  • Understanding of virtualization technologies (e.g., VMware, HyperV).

  • Experience with firewalls, intrusion detection systems, and encryption protocols.

  • Industry-recognized certifications in network and server management (e.g., CCNA, CCNP, CompTIA+ Network, MCSA, or equivalent).

  • Knowledge of healthcare-specific IT requirements and regulations.

  • Understanding of Electronic Health Records (EHR) systems and network integration (advantageous).

  • Ability to handle unexpected challenges during installation or maintenance.

  • Positive references from similar projects.

8. Payment Terms

  • 15% upon contract signing.

  • 40% upon installation completion.

  • 45% after successful training and HF staff handover.

 

9. Application Procedure

  • Detailed proposal outlining the approach to the project, considering the provided equipment.

  • Past projects portfolio/performance reports or references.

  • Financial budget outlining activity costs.

10. Evaluation and Compliance

 

The health facility will conduct a final evaluation upon project completion to ensure all objectives are met. Network and server installation acceptance is contingent upon successful valuation.

11. Confidentiality

 

All healthcare data and sensitive information encountered during the project must be handled with the utmost confidentiality and comply with relevant data protection laws.
