Overall Purpose of the Role
The Project Manager (PM) is responsible for managing the implementation of all Nomad Innovation Lab’s projects, primarily focusing on digitalization programs in Somalia. The PM will provide leadership, oversight, and quality assurance to ensure the effective and efficient implementation, management, and reporting of projects. The PM will liaise with partners, donors, and key stakeholders while ensuring compliance with organizational goals and donor requirements. S/he will supervise project staff and collaborate with relevant internal and external stakeholders to meet and exceed performance targets.
The position will be based in Mogadishu, Somalia, with frequent travel to project sites in Puntland, Galmudug, and other locations as necessary.
Major Responsibilities:
Project Planning and Management

Coordinate and facilitate stakeholder meetings and regular check-ins to ensure smooth communication throughout delivery.

Develop and continuously update project implementation plans, roadmaps, and backlogs.

Break down project objectives and scope into work breakdown structures and ensure adherence to implementation methodology.

Lead the development of detailed project work plans, including timelines and resource allocations.

Write project proposals to secure funding and support for future initiatives.

Create and manage implementation timelines and project plans.
-
Support cross-project implementation needs as they arise.
Monitoring and Reporting
-
Prepare and present project status reports detailing scope, goals, milestones, budgets, risks, and critical issues to relevant stakeholders.

Ensure deliverables meet defined quality standards and project objectives.

Monitor and report on deployment progress and success metrics.

Monitor project performance and resource utilization, ensuring timely updates to the project plan.
Risk Management

Identify potential risks and develop mitigation strategies.

Document and proactively manage risks throughout the project lifecycle.

Identify and resolve implementation challenges proactively.
Stakeholder Engagement

Coordinate with partners, donors, and stakeholders to align project objectives with expectations.

Represent Nomad Innovation Lab in meetings, workshops, and other forums as required.

Review and communicate roadmap updates to relevant stakeholders.

Develop and maintain positive relationships with deployment teams.
Financial Management
-
Prepare payment requests and supporting documents, including financial forecasts and delivery reports, in compliance with agreements.

Oversee project budget to ensure resources are utilized efficiently and effectively.
Team Leadership and Administration

Supervise and mentor project staff, fostering a collaborative and results-driven environment.

Organize and document program team meetings, including tracking issues, decisions, and action items.

Facilitate team coordination through agile methodologies such as Scrum and ensure impediments are removed.

Handle administrative tasks related to deployments and implementations.
Other Responsibilities

Perform additional tasks as required to meet organizational goals.
Qualifications
Education
-
Bachelor’s degree in Computer science, Information Management Systems, Information Technology, public health, Project Management, or a related field. Advanced qualifications will be an asset.
Experience
-
At least 4 years of experience in IT systems implementation and project management.

Proven track record of managing complex projects in fragile or post-conflict settings is desirable.

Demonstrated experience managing multicultural teams.

Experience with Agile project management methodologies (e.g., Scrum, SAFe).
Competencies

Strong project management skills with a results-oriented approach.

Proficiency with project management tools (e.g., Jira).

Excellent problem-solving and decision-making skills in complex environments.

Proficiency in Microsoft Office tools (PowerPoint, Excel, Visio).

Exceptional interpersonal and communication skills, with an ability to manage cross-cultural teams.

Capacity to manage a heavy workload and meet deadlines in a fast-paced environment.
Language

Fluency in written and spoken English and Somali is required.
